Pet Licensing in El Paso County The Humane Society of the Pikes Peak Region is a private, nonprofit organization dedicated to the welfare of domesticated animals. The City of Colorado Springs, El Paso County, Fountain and Monument contract the Humane Society to enforce animal control and licensing ordinances. Dog & Cat Licenses Required Licenses may be obtained from the Humane Society or through some local veterinarians. A current rabies vaccination is required to obtain a license and discounts are offered for spayed or neutered animals, as well as senior citizens. The license is valid one/three year(s) from date of issue and is not transferable. Please notify the Humane Society of any change in ownership or address, or in the event of your pet’s death. See below for a license application. CITY LAW (EXCERPTS): It shall be unlawful for any person to own or keep any dog or cat over the age of 4 months without obtaining a license. (CSMC 6.8.103, FTNMC 6.04.020) COUNTY & MONUMENT LAWS (EXCERPTS): It shall be the duty of every person who owns, harbors, possesses or controls any dog or cat within the El Paso County animal control areas to have such dog or cat inoculated at the age of 4 months by a licensed veterinarian. Every person who owns a dog or cat more than 4 months old within the designated animal control areas of El Paso County shall obtain a license; such license shall be valid for one/three year(s) from date of issue. (Res. No.06-287, Sec 3D) Rabies Inoculations Required City and County ordinances require that all dogs and cats be inoculated against rabies by four months of age. Dogs that reside in the City of Colorado Springs, Fountain, Monument, and designated areas of El Paso County must also be licensed by five months of age. Licenses for cats are required for owners living within the city limits of Colorado Springs. Animals are required to wear their issued tags at all times. Cat owners may opt to have a specially registered microchip implanted in lieu of a tag. (CSMC 6.8.102 FTNMC 6.04.010) COUNTY & MONUMENT LAWS (EXCERPTS): It shall be the duty of every person who owns, harbors, possesses or controls any dog or cat within the El Paso County animal control areas to have such dog or cat inoculated at the age of 4 months by a licensed veterinarian. Current rabies information must be provided to obtain a license, and discounts are offered to spayed or neutered animals, as well as to senior citizens. Rabies information is subject to verification.
